Foreign Military Sales

Foreign Military Sales (FMS) are growing quickly as the U.S.-industry preferred method for selling products and services abroad. For companies in a solid position as US DoD providers but new to exporting, FMS offers huge logistical & contractual benefits:

  • U.S. DoD serves as a go-between in an international FMS transaction.
  • The final customer is a foreign military, but the U.S. defense company deals primarily with the U.S. DoD.
  • The DoD handles all the logistics associated with the international sale, including permits, transportation, and payments.

Aquila International formed in 2016 to better support those at the tip of the spear. We supply, design, & develop gear military units use to succeed. We tirelessly support our end users & industry partners and give back to those who preserve our freedom.

We have 100 years of combined experience serving the military and supporting government customers. We recognize the difficulties inherent to government contracting and make it our mission to craft effective procurement solutions for our clients and supply the highest quality products from our U.S. vendor partners.

Todd Kelsey

Todd Kelsey

Todd has worked in the Security, Defense and Military sector of U.S. Government sales since 2007. He uses this experience at Aquila International to craft creative contracting solutions for our U.S. Special Operations, U.S. Department of Defense, and U.S. Department of State clients. He graduated with a B.S. in Business Administration from Methodist College and serves as an Executive Board Member for the Task Force Dagger Special Operations Foundation, non-profit supporting US Special Operations members and their families.

David Hallaran

Prior to forming Aquila International, David served 12 years as a US Navy SEAL. He graduated with a B.S. in Financial Management and worked in several finance & business development roles for various organizations following an honorable discharge from the U.S. Navy. At Aquila International, he focuses primarily on strategic operations & international programs. He lives in the Lake Tahoe area with his family and enjoys hockey & outdoor activities – motorcycling, snowboarding, mountain biking, hiking, shooting, camping, etc.

Matias Maloberti

Matias Maloberti

Matias served for 12 years in the Argentine Navy as a Surface Warfare Officer. Upon his honorable discharge, Matias earned an MBA and coordinated U.S. Foreign Military Sales (FMS) at the U.S. Military Group in Quito, Ecuador. He founded LMDefense, LLC in 2012 to provide Security Cooperation consulting services to U.S. companies. In 2016, Matias joined his partners to take Aquila International’s FMS capabilities to a new level.
